Indian Institute of Public Administration - Library
    The following persons are eligible to make use of Library facilities:

Members of the Institute;
Participants in the training courses and other programmes organised by the Institute: and
Persons engaged in the study and research of public administration and allied disciplines may with the approval of the Librarian be enrolled as casual members on payment of a fee at the rate of Rs.10/- per day.

      Corporate and life members of the Institute desiring to avail borrowing facility may be required deposit a library security of Rs.500/- and Rs.1000/- for borrowing one and two books respectively which will be refunded without any interest on termination of membership.
  2.1 Associate and student members of the Institute can avail of borrowing facility on depositing library security of Rs.500/- which will be refunded without any interest on termination of membership. They will be entitled to borrow one book at a time:
  2.2 Participants in the Advanced Professional Programme in Public Administration (APPPA) are entitled to borrow Ten books at a time. This facility is available to them only during the course of the Programme;
  2.3 Participants in the training programmes other than the APPPA are entitled to borrow two books at a time. This facility is available to them only during the course of their training programmes:
  2.4 Members of the Faculty, Registrar, Librarian, Joint Editor, Deputy Librarian, Deputy Registrars, Assistant Librarians and Assistant Registrars are entitled to borrow 15 books at a time. Members of the Faculty can borrow five more books to meet their requirements for projects undertaken by them.


Research Associates, UGC and ICSSR Fellows attached to the Institute are entitled to borrow five books at a time; and
  2.6 All other staff members can borrow two books at a time.
  2.7 Casual members are not entitled to borrow any books.
Books will be issued to the members only. These will neither be sent by post nor issued to the nominees of the members.
  2.9.1 Books are issued for a period of Thirty days. These will not be reissued.
    2.9.2 A fine of Rs.1/- per day will be charged for delay in return of a book beyond the due date.
    2.9.3 The Library security will stand forfeited if a book is not returned within two months of the due date.
    2.9.4 Reference books, World Bank publications, rare and out-of-print books and periodicals shall not ordinarily be issued. These can be consulted within the Library only. Books designated for restricted circulation are issued only to the members of the Faculty for overnight or week-end use.
    Loss of book (s) should be immediately reported to the Librarian. The member shall either replace the Book (s) or pay an amount indicated below:
    Cost of the book plus 25% processing charge if it is in print.
    Cost of the latest edition of the book plus 25% processing charge if the edition which was borrowed is no more in print.
    In respect of foreign publications, current conversion rate will be taken into account while computing the cost in terms of Indian Rupee.
    In respect of un-priced and out-of-print books, the cost will be decided by the Librarian with the approval of the Director.
The loss of Library ticket should be reported to the Librarian in writing.
    A duplicate ticket can be issued on payment of Rs.60/-.
    Due care will be taken by the Library to prevent misuse of the lost library tickets.
    However, the member will continue to be responsible for any loss due to the misuse of the ticket he/she has lost.
    Members can avail of photocopying facility at a charge of Rupee1/- per exposure.
    Members are required to handle books, periodicals and various equipments in the Library carefully. In case there is any loss due to the negligence of a member, he/she be liable to pay the replacement cost.

The library remains open on all the days except on national holidays, Holi, Dussehra and Diwali. It may, however, be closed on certain other holidays and special occasions with the approval of the Director.

The Library remains open from 9.00 a.m. to 5.30 p.m. on all days except on Sunday, National Holidays, and Holi, Dussehra and Diwali.


As on March 31, 2015 the library has 2,15,909 volumes of books and journals. The Library receives 327 current periodicals including 20 newspapers .

The on-line access to over 50 journals is being facilitated that can be reached through IIPA website. Besides this, the library continued subscribing to ABI/Inform, facilitating access to around 4000 titles, out of which 2965 titles are in full text. Besides full text journals ABI also has 500 business case studies and 20,000 business and management Dissertations with 24 page summary and about 100-500 pages full text. The Library also subscribed to JSTOR which is a not-for-profit organisation dedicated to helping the scholarly community discover, use and build upon a range of intellectual content in a trusted digital archive. Originally containing digitized back issues of academic journals, it now also includes books and primary sources, and current issues of journals. It provides full-text searches of almost 2,000 journals.
