IIPA Alumni Association has been registered under the Societies Act (XXI) of 1860. The membership of this Association is open to those who had undergone Advanced Professional Programme in Public Administration (APPPA) or other long-term courses in the IIPA, New Delhi.

The application form for membership may be submitted to the Coordinator of the IIPA Alumni Association (APPPA Office) along with a cheque for Rs. 500/- drawn in favour of the IIPA Alumni Association.

Name

The Association shall be called “IIPA Alumni Association”, hereinafter referred to as Association. It shall be a society registered under the Society XXI-1860.

The Central Office

The Central Office of the Association shall be located at the Indian Institute of Public Administration, Indraprastha Estate, Ring Road, New Delhi-110002 or at such a place which shall be acquired/leased/rented by association or is allotted to it in future.

CHAIRMAN ALUMNI ASSOCIATION

The Chairman of the Alumni Association is Dr. Yogendra Narain, who retired as Defence Secretary, Government of India in 2002 and subsequently served as the Secretary General of the Rajya Sabha from 2002-2007. He was earlier the Chief Secretary of U.P. as well as Secretary to the Government of India in the Ministry of Transport and Shipping.

He is an IAS Officer of the 1965 Batch and was in the U.P. Cadre.

He did his M.Phil in Public Administration in 1996 and subsequently his Ph.D. in Public Administration on the subject of “Operationalization of the Right to Information in Uttar Pradesh”.

He topped in his M.Phil course in the IIPA and is a recipient of the V.K.N. Menon Prize from IIPA.

Seminar on Matching Expectations :- Seminar on Matching Expectations with a view to analyze whether the administration is meeting the expectations of the different sectors of society. The first such seminar held on 24th March, 2006 had focused on Civil Services vis-à-vis expectations of elected members.

2007 – 2008

Special Lecture by Prof. M.S. Swaminathan, Member of Parliament and Chairman, M.S. Swaminathan Research Foundation on “ What is ailing Indian Agriculture”.

2008 – 2009

Seminar on “Role of Judiciary in improving Governance was held on 11th August, 2008. Justice J.S. Verma, former Chief Justice of India,  Shri C.K. Viswanathan, Secretary, Department of Legal Affairs and Shri Lakshmi Chand, IAS (Retd) were the speakers. Shri T.N. Chaturvedi, Chairman, IIPA and Governor of Karnataka delivered the inaugural  address. Dr. Yogendra Narain, Chairman, IIPA Alumni Association chaired the session.

Besides, the Association had organized three Special  Lectures. These were “Human Rights and Governance” by Dr. Shanker Sen, IPS (Retd),  ‘Heritage Conservation and Governance’ by Prof. A.G.K. Menon and “Role of  Media in Governance” by Shri S. Nihal Singh, an eminent journalist.

2009 – 2010

  • Seminar on “Challenges facing the Country” was held on 18th March, 2010. Shri Prakash Javedkar and Shri Tiruchi Siva, Members of Parliament were  the main
  • A Panel Discussion on “National Security in the present Regional and Global Environment was organized in collaboration with the Institute of Defence Studies and Analysis on 17TH March, 2010.
  • Besides above, the Association organized the following three lectures
  • India’s Nuclear Doctrine by Maj Gen (Retd) S.C. Chopra, former Additional Director General, Military Operations and Defence Planning.
  • ‘GST as an Indirect Tax Reform’ by Shri P.P. Jha, former Chairman, Central Board of Custom and Central Excise.
  • “Electoral Reforms” by Shri N. Gopalaswami, former Chief Election Commissioner.

2010 – 2011

Association had organized a seminar on Food Security on 11th October, 2010. Shri N.C. Saxena, Former Director, National Academy of Administration, Mussoorie & Member of the National Advisory Council and Shri B. Raj, principal Advisor to the Committee on Food Security of the Supreme Court were the speakers. Dr. Yogendra Narain Chairman, IIPA Alumni Association presided over the function.

On the request of the Alumni Association, The Institute of Defence Studies and Analysis organized a day long capsule on “Present Regional and Global Environment” on 9th
August, 2010.

2011 – 2012

During the year 2011-2012, the IIPA Alumni Association had organized the following events:

  • National Security: A day long capsule on “National Security in the Present Regional and Global Environment” on 7th September, 2011 at the Institute of Defense Studies and Analysis
  • Planning and Governance: Shri Arun Maitra, Member, Planning Commission gave a lecture on “Planning and Governance” on 13th September, 2011.
  • Energy Security: Shri Mani Shankar Aiyar, Member of Parliament delivered a Special lecture on the subject on 1st November, 2011 followed by an interaction.
  • Planned Perspective in Post Recession Global Environment: Shri Pronab Sen, Advisor, Planning Commission delivered a lecture on the subject on 9th November, 2011.
  • Role of Financial Services in Industrial Growth: Shri U.K. Sinha, Chairman, Security and Exchange Board of India delivered a special lecture on the subject on 9th December, 2011.
  • Parliament Visit: A Visit to Parliament was arranged by the IIPA Alumni Association on 24th August, 2011, for APPPA participants.

 

2012 – 2013

Association had organized the following events during 2012-2013

 

  • International Affairs/Foreign Policy Contours: Linkages with Economic Development of India:- Shri Vivek Katju, former Secretary, Ministry of External Affairs delivered the lecture on 7th September, 2012. This was followed by interaction session.
  • Role of Planning Commission and Approach to the 12th Five Year Plan: Shri B.K. Chaturvedi, Member, Planning Commission delivered the lecture on 3rd September, 2012, followed by interaction session.
  • National Security Issues: The event was organized in consultation with Director General, Institute of Defence Studies and Analysis at their premises on 26th November, 2012.
  • Visit to the Indian Parliament: The visit was conducted on 19th March, 2013.

2014 – 2015

Alumni Association organised the following lectures:

  • The Contours and Thrust Areas of the Finance Commission: Dr.  K. Chaturvedi, former Cabinet Secretary   delivered the lecture on 27th October, 2014.
  • Role of Nuclear Energy in Power Sector in India: Dr. Srikumar, erstwhile Secretary, Department of Atomic Energy and Chairman, Atomic Energy Commission of India delivered the lecture on 31st October, 2014.
  • Judiciary and the Bureaucracy: The lecture was delivered by Shri R.S. Mathur, former Chief Secretary, Government of U.P. on 5th November, 2014.
  • National Security Seminar: On the initiative of the IIPA Alumni Association, the seminar was conducted by the Institute of Defence Studies and Analysis on 17th November, 2014.

2015 – 2016

The following talks had materialized for the benefit of 41st APPPA.

(a) Role and Function of the NITI Aayodg: The lecture was delivered by the Chief Executive Officer, NITI Aayog on 30th September, 2015

(b)  China-India-South Asia  Economic and Geo strategic Realities and Emerging Equation: The lecture was delivered by Shri Shyam Saran, former Secretary in the Ministry of External Affairs, on 01st October, 2015

  • Net Neutrality: Panel discussion was held on 08th October, 2015.

2016 – 2017

The following two talks were arranged  for APPPA Participants:

  • Development of National Highways: The lecture was delivered by Shri Raghav Chandra, IAS, Chairman, National Highways Authority of India on 26th September, 2016
  • Strategic Challenge to India’s National Security: The lecture was delivered by Cmde C. Uday Bhaskar, former Director, Institute of Defence Studies and Analysis on 26th September, 2016

2017 – 2018

The following lectures were organized.

  • Achievements in Space Technology – The Indian Story: The lecture was delivered by Dr. K. Kasturirangan, former Chairman of the Indian Space Research Organization on 25th October, 2017
  • The Indian Military Security Challenges: Cmde C. Uday Bhaskar former Director , Institute of Defence Studies and Analysis, delivered the lecture on 14th November, 2017.
  • Economic Dimension of India’s Foreign Policy: The lecture was delivered by Shri Sudhir T. Devare, IFS (Retd), former Secretary, Ministry of External Affairs on 16th November, 2017.
  • Role and Function of the Reserve Bank of India: The lecture was delivered by Shri Bimal Jalan, former Governor of Reserve Bank of India on 4th December, 2017..

2018 – 2019

The following three lectures were arranged.

  • India’s Defence Policy- Threats from China and Pakistan: The lecture was delivered by Cmde Uday Bhaskar former Director , Institute of Defence Studies and Analysis.
  • Contemporary Issues in India’s Foreign Policy with Emphasis on China and US: The lecture was delivered by Shri Shyam Saran, former Secretary in the Ministry of External Affairs.
  • Intellectual Property Rights: Shri Narendra Sabharwal former United Nations’ Director, Intellectual Property Rights delivered the talk.

2019 – 2020 (till December 2019)

The following lectures were arranged.

 

  • Cyber Security- National Challenge: Shri Anup Agarwal, Chairman, Centre for Research on Cyber Crime and Cyber Law, delivered the lecture.
  • Intellectual Property Rights – Implications for India: The lecture was delivered by Shri Narendra Subharwal, former Under Secretary to the United Nations, Geneva.
  • What Aims Indian Agriculture – Issues and Solutions: Shri Siraj Hussain, IAS (Retd), former Secretary, Department of Agriculture and Cooperation, Government of India, delivered the lecture.
  • Future Defence Strategy for India: The lecture was delivered by Cmde C. Uday Bhaskar,

Item No. 1      Confirmation of Minutes of Thirtieth Meeting of the Executive Committee held on 16th March, 2018

The minutes of the meeting had been circulated in advance. Secretary-cum-Treasurer read out the minutes of Thirtieth meeting of the Executive Committee before the members. These minutes were confirmed.

 

Item No. 2      Independent Website of the IIPA Alumni Association

Secretary-cum-Treasurer informed that the new website of the Alumni Association is in the final stages. A large number of photographs have been incorporated. However, these photographs are of recent times and do not exhibit the rich heritage of IIPA. There is a requirement to find and upload some of these historical photographs.

 

Item No. 3      IIPA Award for Excellence in Public Services

The Chairman informed the members that the Alumni Association had issued letters to the Ministries of the Government of India, Chief Secretaries of all States and Union Territories, IITs as well as the Chairman of the Regional Branches of IIPA requesting for nominations for the award. Responses have been received from some of them.  He informed that he will pursue the matter further with the Director, IIPA. It was suggested that the intimation about the award be uploaded on the website. This suggestion evoked a positive response from all of the members.

 

Item No. 4      Co-option of one member to the Executive Committee under Rule 9(c) of the Memorandum of Association and Rules and Regulations

Member Secretary informed that under Rule 9(c) of the Memorandum of Association and Rules and Regulations, Brigadier Ajay Kumar Sharma was approved to be co-opted as a member of the Executive Committee to further perform the duties of Secretary-cum-Treasurer in the thirtieth meeting of the Executive Committee. The Chairman formally welcomed Brigadier Ajay Kumar Sharma to the Committee and wished him a fruitful tenure.

 

Item No. 5      Issuance of Identity Card to Members of the IIPA Alumni Association

The issue of the Identity Card to members of the IIPA Alumni Association was deliberated upon. Various modalities of the same were discussed. It was proposed that the same should also be linked to the IIPA library membership. It was directed by the Chairman that the issue be analysed fully along with cost, utility, and add-ons etc.

 

Item No. 6.     Any other item with the permission of the Chairman

  1. Requirement to Update Alumni Records. The Chairman brought out the requirement of updating the records of the IIPA Alumni Association. He stressed that a focused exercise needs to be undertaken in this regard.
  2. Generation of Funds. The Chairman also brought out the requirement of generating funds to further the cause of Alumni Association. He emphasized upon innovative thinking in this regard. Mr. A.K. Khanna suggested that the IIPA Alumni Association website could be utilized to host advertisements against payment. The Chairman stated that the proposal will be put before the Fund Raising Committee.

 The Chairman appreciated the efforts made by Maj Gen P.S. Rana, Secretary-cum-Treasurer (Outgoing) during his tenure. He informed the Executive Committee that Maj Gen Rana soon moving out of Delhi on posting and wished him all success in his future career.

 

There being no further issue for discussion, the Executive Committee meeting was brought to a close at 7.30 P.M.

Item No. 2     Review of activities undertaken by the IIPA Alumni Association during the year 2018=19

  1. Brigadier Ajay Kumar Sharma, Secretary-cum-Treasurer recounted various activities undertaken by the IIPA Alumni Association. He brought out that 14th Annual General Meeting of the General Body of IIPA Alumni Association was conducted on 9th June, 2018. He also apprised the members that out of seven lectures short listed for the year 2018-19, three lectures were conducted. As a yearly event, Farewell Dinner for the participants of 44th APPPA and other IIPA Alumni Association members was organized on 30th April, 2019 at Director General Information System Officers” Mess.

 

Item No. 3     Finalization of Programme for Lectures/Seminars for the year 2019-20

  1. A detailed discussion was held on the proposed topics for conducting lectures for 45th APPPA Course for the year 2019-20. Programme Director of 45th APPPA was asked to consider these topics and confirm so that IIPA Alumni Association could organize the same. The list of proposed topics is as given below:

(a)     Geo Politics, National Strategy and Defence Strategy

(b)     Goods and Service Tax (GST) –  Director, IIPA

(c)     Cyber Security and its importance in Indian Context

(d)    Indian Space Programme

(e)     Farmers’ Distress – Issues and Solutions

(h)     Social Security

 

Item No.4      Finalization of date for the Fifteenth Annual General Meeting of the General Body

  • The Chairman informed the members that the 15th Annual General Meeting of the General Body of IIPA Alumni Association will be held on 28th June, 2019 at IIPA Conference Hall, New Delhi. Notice/Invite will be extended accordingly to all affiliated members of the Association.    

 

Item No. 5.  Any other item with the permission of the Chairman         

  1. With the permission of the Chairman, following items were discussed.

(a)     Public Service Excellence Awards Public Service Excellence Awards were conferred in October, 2018, to the organizations selected by the Committee set up for this purpose. Secretary-cum-Treasurer proposed that the same should continue as a yearly activity. Shri Surendra Nath Tripathi, Director, IIPA opined that beside the award being extended to government agencies, the same could also be conferred on the individuals who are doing public service.

(b)    Website of IIPA Alumni Association  Brigadier Ajay Kumar Sharma, Secretary-cum-Treasurer informed that  website of the association is currently not functioning due to outstanding payment to the vendor. It is evident that due to limited resources available with IIPA Alumni Association, hosting an independent web portal not be feasible. Director, IIPA informed the members that a link can be created at IIPA website for hosting IIPA Alumni Association web pag. Dr. (Mrs.) Charru Malhotra confirmed that the issue was discussed earlier and the same can be worked out.
