IIPA is imparting training and capacity building to the government officials of India and abroad from 1959. Every year, IIPA conducts more than 100 training programmes for the officials. The flagship programme of IIPA is 10-month Advanced Professional Programme in Public Administration (APPPA) which is attended by senior officials of All India Services (AIS), Central Civil Services and Defence Services mainly Indian Administrative Services (IAS), Indian Police Services (IPS), Indian Revenue Services (IRS), Indian Air Force, Indian Army and various other services. IIPA conducts training for the officials of different departments and ministries of Government of India and State Governments on various topics of governance, finance, communication, leadership, administration and management. The period of training programme varies from 3 days to 10 months. IIPA is also involved in the capacity building of the civil servants of foreign countries and conducted training for the officials of Afghanistan, Bangladesh, Sri Lanka, Maldives, Nepal, Vietnam, Mongolia, African and Latin American countries under direct and ITEC programme. It aims at honing practical knowledge and skills to deal with management and policy analysis issues across the spectrum of governance.
About 1505 administrators/officers from All-India and Central Services including those from the armed forces and a few officials from foreign countries and teachers of Indian Universities have participated in the programme since 1975, the year of its inception. A good number of APPPA participants have subsequently excelled in their respective services and many of them have moved on to occupy important positions in the Government of India and in the states. The programme fosters a permanent alliance between the IIPA and its participants. The continuation of a vibrant IIPA Alumni Association bears a testimony to this.

Management Development Training Programme
The Indian Institute of Public Administration is engaged in addressing critical areas of governance and management. IIPA offers advisory services in operational areas and provides the necessary hand-holding in implementation of schemes, programmes, training and project in both Government and private sectors.
The Introduction of management practices in the judiciary has been a topic of discussion for quite some time now. Digital India
With remarkable enhancements in vision and delivery strategies of National e-Governance Plan (NeGP), Government of India announced on August 15, 2014 the initiation of its umbrella program of Digital India, which had been formally launched on July 1, 2015. Digital India (DI) program has core emphasis on ‘Citizens First’ approach whilst leveraging Information and Communication Technologies (ICTs) for effective delivery of public services to its citizens and Ministry of Electronics and Information Technology (MeitY) is the nodal agency for implementation of DI. MeitY has entrusted Indian Institute of Public Administration (IIPA), with the responsibility of developing and conducting capacity-building programs on e- Governance/Digital India for sensitizing district level officials from SC/ST areas. The project is aptly titled as “Awareness and Skill development Program for District Level SC/ST officials through State administrative training institutes-ATIs”.

Urban Management/Development
The Ministry of Housing and Urban Affairs, GoI (MoHUA), is making special focus on bringing transparency and greater accountability in Real Estate Sector. Accordingly, ‘the Real Estate (Regulation and Development) Act, 2016 was brought on May 1, 2016 which has come into full force from May 1, 2017. The Act aims to curb illegal and unethical practices of developers and builders, ensuring customer protection. The Act also proposed to establish a Regulatory Authority in each state to supervise and adjudicate dispute in housing sector. The implementation of RERA tends to safeguard, the interests of the small buyers.

Environment, Climate change and Disaster
IIPA in collaboration with SEEDS Technical Services Pvt. Ltd. is implementing a project “Climate Smart Governance” sponsored by Department of Science and Technology, Govt. of India. The National Action Plan on Climate Change (NAPCC) has launched eight National Mission that are: National Solar Mission, National Mission for Enhanced Energy Efficiency, National Mission on Sustainable habitat, National Water Mission, National Mission for Sustaining the Himalayan Eco-system, National Mission for a Green India, National Mission for Sustainable Agriculture, National Mission on Strategic Knowledge for Climate Change. DST, Ministry of Science and Technology has been assigned with the responsibility of coordinating two of the above mention eight national missions. This project on capacity building has been designed to facilitate the Climate Change Mission of DST to meet its objective.
The main objective of this project is to target selected stakeholders and to sensitize them on Climate Change issues, adaptation needs and options. The broad themes will cover Climate Change Adaptation, underpinning the sectoral impacts on water resources including glaciers, agriculture, human health, social-economic vulnerability and livelihood, extreme events, disaster risk reduction and management. The other theme would be Climate Change Mitigation entailing renewable energy options, energy efficiency and sustainable habitat. Outcomes of the capacity building project will be demand- driven and evidence- based reflecting and accommodating local needs. The focus on practical action would provide a series of options to offer balanced information for decision- makers. Technical training to professionals and facilitating the adaptative planning process and implementation. The project will increase the awareness and resilience of communities to the adverse effects of Climate Change.
